had been raised as proposed in Mr. Beauclerk's letter of
1st. June, 1907. In reply he informed me that the fee
until April last was $5.40 and since June last this had
been increased to $63. This high fee seems to have had the
effect of stopping the Indian Eigration to Peru for the
last 4 steamers that sailed from here to Callao carried
no Indian passengers. I am also causing enquiries to be
made in respect of Mr. Beauclerk's allegation that "un-
-scrupulous persons in this Colony are inducing the poor
and ignorant to flock to Peru by specious promises of
luxury and leisure". The Police Authorities have no know-
-ledge of any foundation for such a statement. I would,

however, submit to Your Lordship that this Government is
not in a position to interfere with the liberty of any
individual who may desire to take a passage in a vessel to
any port whatsoever, and that the task of checking emigra-
-tion to Peru lies with the Peruvian Consul who sees each
emigrant and levies a fee upon him.

Regarding Indian riigration to
Canada, I take this opportunity of informing Your Lordship Canada
419 that your telegram of the 15th. of November, 1906, was
translated into Urdu and Gurmukhi and posted at the resorts
of the Indian population in the Colony, besides being
